TheWoWDBAn Exceptional Platinum Shard quest can be started in any zone.
You just need to farm Platinum and there is a chance to get [item=161078] item from every Platinum node.I think that the best place to farm Platinum is Stormsong Valley

Description
Out of dumb luck, you've managed to extract an exceptionally large shard of platinum, instead of several smaller chunks. You wonder to yourself if Secott could teach you to harvest this much every time.
