As of right now, this item will start to pop up when youre about 130+ on Zandalri Mining. You can accept the quest at 145 skill.
This quest can be started from Exquisitely Crafted Brooch item (not on wowhead right now).
It is random drop from any Monelite Seam node after you have Rank 2 and certain skill level.
The best place for me was the Tiragarde Sound, near the Castaway Point windrider.

You find a bloody brooch that features impeccable craftsmanship. The design and quality of work reminds you of rings you previously recovered for Secott. Perhaps this is another item he lost and would like to see returned.
