TheWoWDBIt seems like you are not able to turn in this quest in anymore with the changes in 8.3 to the Vale of Eternal Blossoms. Even talking to Zidomi and going back in time does not work. Cho is not there to turn it in.

As of 8.3 I can't seem to find Lorewalker Cho, even when phasing back to before the N'zoth assault.
Loremaster Cho is inside the Seat of Knowledge, which is above the entrance to the Mogu'Shan Palace dungeon.
