For those with a newer toon that only did enough quests in Pandaria to level (or skipped Pandaria totally) this can take a little time. Don't bother going to the Tushui camp in Stormwind as you won't have the portal unlocked, as I found with my Lightforged lol. Head straight to Legion Dalaran and your faction's portal room, then take the portal to Vale of Eternal Blossoms. Jump straight on your mount and fly west to Niuzao Temple in Townlong Steppes, as you won't have the flight points to get there (only takes a few minutes). Hand in to the NPC, hearth out and the job's done.
I was a little worried after reading IvikN's post as my LIghtforged only did a few quests in the Jade Forest before moving on to Draenor, but you DON'T need to have done any of the Townlong quest chain to have the npc there for hand in.
