TheWoWDBSadly, if you are hated with Booty Bay from the grind for Avast Ye, Admiral! and just never fixed up your rep there, you will not be able to turn in this quest. On the other hand now you have more incentive to get back to grinding for Insane in the Membrane.

This new system Blizzard implemented to guide you for the quests is so broken.
I was i Boralus and this one told me to go to Ironforge, fly to Wetlands and take the boat to Menethil Harbor to turn in the quest.
Had to look it up here to find were to go.
