TheWoWDBMany irrelevant comments and no info as what are the conditions for this quest to drop. This quest drops from Jorundall only when the main mobs are vrykul. When you q for island expeditions, near the map of the islands you see the specific mob for the week for that IE. I'll submit a screenshot to see how the drawing should look like for Jorundall so that this quest can drop. I hope the screenshot will get approval.

Hi all
During Island Expedition in drop you can get [item=163472] with is starting Bloodwake Drinking Horn. You need to go to Stormheim ( Legion ) to [npc=93231] 68 54 ( is a big tree ) and return Quest Item. To get to legion use [item=140192] or go to Stormwind and use portal 80 35.

<A large drinking horn taken from one of the Bloodwake vrykul. The sturdy craftsmanship has allowed it to survive many years of hard travel on the Great Sea. As you hold the horn, you remember how fervently the vrykul you encountered were after the Azerite, but to what end? Other vrykul tribes may know more about the Bloodwake and their motivations.>
