Ok, as a lvl 85, I had a harder time than I expected. It really isn't hard, IF you know what you are doing.
So I am posting this on all the (alliance) factions "At the Enemy's Gate" as I had to read through all of them to figure this quest out.FLY to the camp in the citadel. DO NOT try to ride there. It is just north of the area shaded on your map.
Mount up on one of the warhorses.
Get your shield up.The flying gargoyles (Scouts) are actually pretty easy.
Either 2 shots of Shield Breaker, or 1 shield breaker and 2 Thrust (Lance).
Do these either before or after the Lieutenants, it wont really matter.
There are a lot of them off by themselves to the eastern side of the camp.When doing the Lieutenants -- DO NOT GO FOR COMMANDERS (MY MISTAKE)
The commanders and lieutenants look the same except for the color of their floating shields.
The commanders have green floating shields - BAD
The lieutenants have red floating shields - GOODRide south out of the camp, toward the main gate, using the ice in between the roads to avoid Commander mobs. I wasn't aggroing anything. If you do, they should be gargoyles and footmen - easy to kill.
You will start to see Lieutenants (RED shield), and Commanders (Green Shield), and Footmen in a massive formation.
You may need to kill a few footman on the flanks before you are close enough to kite a Lieutenant. Ride over the footmen on your mount. Kite the lieutenant using Shield Break. They will be defenseless.
When you kite the Lieutenant, about 4 - 6 footmen will come also, just ride over them.
Stay close to the Lieutenant and keep using thrust and you should get the Lieutenant pretty quickly, heal if you need to (I like my mount at 100 % but it isn't necessary), and repeat 2 more times.
You should get the 3 Lieutenants, and the 15 Footmen in this fashion. You may need to kill one more Lieutenant to get all the Footmen, but it wont be hard.The Commanders - the dudes with GREEN Shields are incredibly difficult (Impossible for me) to kill.
AVOID THEM AT ALL COST.

Description
Even as we ready for the tournament, Argent Crusade forces prepare the way for an assault on the enemy's stronghold of Icecrown Citadel. In the Court of Bones in southwestern Icecrown, a few brave crusaders have set up a forward camp on the southern side of Corp'rethar. Equip your lance and mount the stabled campaign charger at the camp, then destroy the Lich King's minions. Do not fear the masses of boneguard footmen, {name}, for they can easily be trampled under your horse's hooves.
