I was able to get the [item=189990] / [object=375516] using [item=190351] making sure it has this ability: [spell=363327] at level 5/6 Cypher Research, players can also do this faster using their Venthyr ability Door of Shadows.
These are my waypoints:/way 63.3,31.3 This is a pillar that normally has a chest on it
/way 63.3, 61.5 This is two tiers up from the chest
/way 63.6, 61.6 Little Triangle on floating pillar (above chest if it was there)
/way 63.7, 61.9 Tippy top of pillar
/way 63.7, 61.6 Walk here and jump (then port) from here

[item=189990] is one of new soulshapes added in patch 9.2. The souls sits on a tall pillar south from Pilgrim's Grace.
