Some leveling guides may have you do this quest while doing "Get out There" or other quests from the undermine revolution quests. You are phased when you start the revolution and this quest is incompatible with this state, meaning the quartermasters won't appear. You have to either finish the revolution quests or this questline one at a time.

Description
