TheWoWDBYou do not have to kill the goats! Even if they attack you.
I've seen other players wiping out the goat population, forcing others to wait for respawns.When the goat attacks, wait about 10 seconds and it will run off and "reset", allowing others (or even yourself) to shear it again once its "recently sheared" buff runs out.
Even if it doesn't give you the hand cursor to shear again, you can use the shears directly from your bag or quest list UI.

You have to "use" the goats to get the fur - there is a hand icon over them if you mouse-over. Being your bloodthirsty self and killing them right away won't do the trick.
And yes, it is the same as the quest earlier on the same area that teaches this, but one can't remember everything after a leveling frenzy...
