For people who are looking for actual information, rather than just 'Go watch my video'; the void tears are purple / black balls at a few places around the beach in the area of the quest. When you click it, a void elf comes through and starts attacking whatever might be around. The first one I did only had a goblin and a mech suit near it, so they aren't in heavily populated areas.

They are highlighted on the minimap with a yellow dot in the blue zone for the quest, so you can find them more easily; the quest only requires you to open one, and once that's done they disappear from the map, but the tears are still there, and can be used. The void elves are pretty weak, and will not be able to solo any single goblin and get pwnt pretty quickly with multiples, but do a fair amount of damage, so if you can tank for them, they make a decent DPS backup.

(Later edit): The balls remain there, and can be opened any time even long after the quest is turned in. Still not really helpful, but occasionally funny.

Description

I have met very few goblins that I respect, but I must give them universal credit for one thing: they are persistent. The Bilgewater Cartel, Trade Prince Gallywix's gang, has already sent a full set of replacement miners to extract Azerite from the beach site nearby. I am certain the Alliance will be pleased if you interrupt their mining operations again. My regiment is available to aid you, but our combat tactics are unconventional. When you wish our help, call into the Void and we will answer.
