TheWoWDBDon't kill the goats but use item (click on goat) when close. They can variously fear or attack.
There are not many goats and spread around. Try the track up to the glacier from the Roughneck camp.
Also, if you prefer, shaving creates a 45 second debuff to prevent re-shaving. Just wait 45 seconds on the same goat and repeat. Run out of aggro if attacked.

For some reason after one goat the interacting "Hand" just turns into an attack-sword so you can no longer just right-click the goats. If you look at your onscreen quest log you can find the razor that you can target a goat and "use" instead of right-clicking, though.
You *can* get the same goat more than once if you don't kill it afterward, the freshly-shaved debuff fades after 45 seconds after which you can shave the same goat again.
The goats need to be alive when you shear them.
