Could this possibly be from the chests you can get for grinding 10k rep with factions you are already exalted with? I really hope not, and if it is, I hope it's a 100% drop the first time.
Edit: The reason I'm thinking this is because according to Pascal-K1N6 the source is ''continued support of the resistance''.
I strongly suspect this is going to be a drop from the Paragon reputation reward, once you have reached Exalted with the Rustbolt Resistance.
