TheWoWDBYou can find him at 65, 79 at the top of the building. He's tough to solo but you can do it if you interrupt his casting by moving out of his LOS every time he starts to cast chain lightning or shrink.

For some reason quest is not available anymore its either linked with reputation or something like that, i have also noticed that lots of quests in Ghostlands are now linked with reputation with Tranquilien and i couldn't get lots of them till i got Honored/Friendly with them
Edit : it becomes avaiable after finishing Attack on Zeb'Tela
He's very tough for the level. In addition to his Lightning Bolt (~75 damage) and Shrink (curse, -6 str -6 sta) abilities he will also occasionally cast an instant-cast Chain Lightning for 100+ damage. He has loads of hit points, and while it's doable, I wouldn't really recommend trying him solo.
