Mount up on your drake and ride into one of the ponds in the area. They are small and dark and within the perimeter. You'll get a large bubble over your head. Find the center of several flames and activate your extra action button to extinguish them. They didn't visually go out for me and the same flames could be "extinguished" multiple times.

The water pond is located at 58.6:34.6, which is actually outside of the quest perimeter.
Edited to add that this can only be done while Dragonriding. Static flying will not work, as the water bubbles will not turn up when you fly over the pond to pick up water.
Pick up the 'water' by riding your mount around on the east side of the battlefield within the shield (58.5, 34.6 - the brownish spot with ice chunks). When you have the 'waterball' above your head just fly low (so your Land's Blessing blue aura appears below your drake) over the small fires in the battlefield; done in 15 seconds. No need to manipulate the extra action button.

Description
Whatever magic the djaradin are employing is lighting the ice on fire out there, {name}. We can't let this spread to the wider Span. It has to be stopped before it consumes everything. Gather as much water as you can while on that drake of yours and drown the fires. Hopefully that will be enough to extinguish them.
