If you have Lost in Zem'lan under the Vol'dun section in your Quest Log, you can Abandon it in order to accept this one, and when you arrive at Camp Lastwind you will still be able to pick up Lost in Zem'lan from Norah.

I don't have this quest completed and it does not come up, what could be the pre-requisite?
When you complete the Scorched Sands Outpost chain with Mojambo, this is one of three breadcrumb quests that appear (along with a "Wanted" poster). It seems that for efficiency's sake, some quest guides skip straight to Lost in Zem'lan in the middle of the Scorched Sands chain, which makes this breadcrumb never appear.
