TheWoWDBThis may be a very niche situation, but I'll leave my experience here so that others like me might benefit.
If you have Doc Nanners following you from the Dragonscale Expedition (the monkey who will follow you and give you various Dragonscale Expedition quests), you will not be able to see Newsy to accept this quest.
I ran around for 20 minutes before I realized that the reason I couldn't find the quest, is because Doc Nanners was following me, and you can only have one quest giver following you at a time, apparently.

Newsy the Mail Snail did not show up for me until i returned to Valdrakken after hitting renown 3 with the Nifflen. Then he offered the quest Care To Barter
Newsy looks like the counterpart to the monkey for Dragonscale Expedition.
