Wow spawn rates are really bad for these things in the only spot they're indicated to be at.
If you're doing this, wait for the "Discordant Crystals" event in the area to be up and you'll get a more reasonable amount of spawns for this quest lol.

Quest turn in on the mini map is not accurate- Fanilly is actually at 56° 55' outside the large round building in the center of Loamm. I made a /tar Fanilly macro which helped me find him.
