This Quest / NPC is only visible / available if you picked the class hall talent "[order-advancement=455]"
So this research is now useless due to some apparent bug which Blizzard are in no hurry to correct. The research produces item for Equipment but no Armaments to upgrade the champion. If I am luck, i will get a Mission every few days for an Armament so based on this it will take a year or more to gear up my alts. Before latest patch, each Champion Armament Research produced a piece of Armour each time. Fix it Blizz
