I could not find this quest even having completed the entire zone. If you don't get this bread crumb quest just go to 60.21 and you will find Sage Liao on the beach to start the first quest in Zouchin Strand. Emergency Care

Bugged right now (beta build 16004), the yellow question mark is shown on the minimap, right at the coast, but there is no NPC (sage Lao) to interact with.
