The quest text sure doesn't explain a lot, but the buff you get from picking it up does: [spell=338722]
In other words, kill mobs and watch orbs slowly fly to you after they're dead. There seems to be a bug where if another player hits your mob, they get the energy instead of you. [spell=338633] appears when the bar is full. Use it on a quest mob - it knocks you backwards, so don't fall off a cliff - and then rinse and repeat.

Edit: If you leave the area you have to go back to Binkie and talk to her to get the buff again.

This is so stupid. To complete this quest, you basically need to kill mobs all by yourself, and if you see someone else coming to tag your mob, you better kill that mf fast, because once he will get the tag, it's over for you, mob will not give you energy. Approximately 3 mobs will fill out your gun (buff fortunately stacks, so you can just blast like 3-4 mobs and wait for your gun to fill out), which you then use with special button. I have no clue who came up with dailies in ICC, but they sure are convoluted.

Description

While everyone is busy fending off our enemies with swords and magic, how about we try something different. Behold, my latest invention--the Combat Nullifier 07-X! With this device, no enemy is truly your enemy any longer! Now, I haven't quite worked out the exact energy modulator calculations, but I am certain it works. Mostly. For now, we'll need to "borrow" some energy from our enemies in order to operate it. Go ahead. Charge it up and give it a whirl!
