This quest is not bugged. After much trial and error, here is what worked for me on both the Colossals. After you click on either Colossal, it will rise up out of the ground and will be "green" or "safe" for a few seconds before it turns "red" and starts attacking you. While each one is in "safe" mode, run away from the statue in the ground a few yards and make it come after you when it goes into attack mode. You may have to kill each one twice, but using this method of dragging it away from where it spawns and THEN killing it will pretty much guarantee successful drops.
Hope this works for you as well as it did for me.

The answer with this quest is to loot both of the Colossal Guardians just as they are falling to the ground. If you leave it later than that, ie on the ground they despawn and it looks bugged.

Tried it yesterday and it appeared bugged and I put in a ticket which came back as no known problems with this quest so I went back today and tried to loot both of them after they had fallen but before despawning. Neither could be looted.

Next I tried it as they were falling and they looted fine.

Description

The chest containing the scepter appears to be magically sealed and will not budge. The plaque above it depicts two giant statues holding star and moon-shaped stones sockets at their center. The two statues are pictured guarding pyramids that look like the ones outside. Perhaps it's worth your while to investigate these.
