Worked perfectly for me also. The dropoff spotwas phased for the naga invasion so I thought I had to go do the Naga quest to unphase it, only to come back find I had to get five more bundles. Came back with my bundles and it was still phased for the naga invasion - I guess the problem will persist even if you've done the invasion - the flight whistle seems to be the only way to turn this in while the naga invasion is also active.
Thanks for finding this. Only thing that worked for me.
