I got a bit confused, thinking I was supposed to go earn some currency or other elsewhere. But completing the quest is very quick and easy:
- Find a chest, [object=571718], in the nearby building.
- Pick up 20 [item=250807] from the chest.
- Walk outside to a glowing circle and click the Extra Action Button to create two more glowing circles nearby.
- At each of the two placeholders, spend 10 Cores on a defense of some kind.
- Go back to [npc=248114] to turn it in.

NPC is standing outside in plain view at 26.4, 67.5.
If you can't see her, or the quest Creating Defenses, it's because she's also the quest giver for a daily (blue quest), which supersedes the [yellow] quest. You can /target her, but you won't see the NPC clearly if she's offering the daily. Go to the coords, see her standing beside Xy'dax, and click her anyway, even if it looks like she only offers a blue ! . Talking to her, you'll see she offers the quest.

Description

Deploying defenses is crucial to safeguarding operation of the Singularity Anchor. I need to ensure you fully understand the process. First, collect the Stormarion cores I have in storage. Then, activate the defensive positions, and finally, choose and deploy one defense at each position. When you have completed that I can entrust you with further Stormarion Cores to use as you see fit.
