Probably only available after you've completed A Little Diversion and Kolkar Leaders. I'm not sure which one is needed or if the two are needed because I've completed them together, so needs confirmation.
After just doing all the Northern Barrens on my Goblin, it would seem that in order for this quest to appear on Thork at the Crossroads, you need to have done all of the quests at both The Forgotten Pools and The Stagnant Oasis from all the quest givers at each. That's 5 quests from the following quest givers: A Little Diversion from Ta'jari and Kolkar Leaders from Telar Highstrider, both at The Forgotten Pools. King of Centaur Mountain from Gorgal Angerscar and Flushing Out Verog plus Verog the Dervish from Shoe, both at The Stagnant Oasis. Hopefully that confirms it for people who're won
