Decaying News is a quest for level 10-70. It rewards 1 reward item, 1 reputation reward and 9,500 experience.
The gnolls and their use of decay magic are concerning. We need to gather as much knowledge as we can, in case the threat escalates.
As alchemists, we are used to gathering such foul substances safely--plus, we're used to the smell. Will you lend your aid?

The quest item is dropped by Gnolls, Oozes, and Treants north of Iskaara in an area around
/way The Azure Span:Dragon Isles 18, 38
At this Gnoll Camp you can get all the [item=194103] for Decaying News in just 1 pull.
There's a very high density of mobs and most of them are weak with just melee attacks, so easy to pull together.
You might want to use a defensive if you pull 20 mobs as a dps.
If the upper area is cleared, you can go further down the hill, just follow the road west.
If you can only fight 2 mobs at once, you should go to the spots mentioned in other comments.
/way The Azure Span:Dragon Isles 16.6 38,3
I found a number of non-elite mobs that drop the quest item.
/way The Azure Span:Dragon Isles 14.2, 21.5
