This was kinda frustrating. The trick I found works is to agro one or a bunch then run back to the steps, lots of NPC soldiers will run out and kill them that way. You won't get credit for killing all of them but you will get most of them that way, especially if your class has an AOE like mine did.
If you face south, you can also see the Zim'Abwa god at 36,72 and complete The Blessing of Zim'abwa if you have enough offerings.

Description
Despite our substantial successes in the lower third of Zul'Drak, we must still face the onslaught of the Scourge. Such is the way in this frigid hell. The attacks are unrelenting, yet my men need rest. If you are willing, we could use your aid in reinforcing them. Below in the courtyard you'll find no end to the fighting. Dispatch the Scourge there with all the zeal you can muster, {class}.
