An easy way to farm this BS quest. Fly to Azsuna, Illidari Stand and complete the quest that rekindles the outer defenses. Then stand on the inner defense, in the middle, and SW:Pain everything. They'll all run to you and die, and you'll be swimming in these Runes in no time.

How to cheese...I mean, efficiently complete this quest:
Fly to Illidari Stand in Azsuna.
Complete the quest to active the inner defenses, if you haven't already. This will activate the pillars with purple orbs in them. Those orbs will demolish any demon NPC that gets close.
Then just stand on the ridge on the edge of town, where a row of 3-4 defense orbs are set up. Mobs spawn all the time and siege the town - just pull them with something like Heroic Throw (or SWP if you are here for the Priest quest).
Drag the mobs under the defenses (you have to get pretty close) and everything dies within 1-2 seconds. You'll get a nice pile of bodies and your runestones should pile up quickly. Took me 10-15 minutes once I landed.
If you don't have coords, it's within the red diamond on this map.

A really good place to do this is Grizzleweald in Val'sharah. The grell there are all over the place, respawn fast, don't do much damage and they drop runes alot. Gather them up and aoe them down.

Description
Hodir valiantly went through that demonic portal. He should've earned an honorable death, but instead was taken prisoner by Legion scum. We always imagined the battles of the end days to take place here in Azeroth, but we shall bring the fight to the enemy if it means sparing one of our own that terrible fate. Hymdall thinks that with the right power source, he can reactivate and redirect the Legion's own gateways. Gather demonic runestones from the Legion and let the final conflict begin!

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Will of the Valarjar
As we prepare to launch an attack on the Legion's own world, it is important to not give reprieve to our enemies in this one. As your armies seek to secure enemy gateways, you would do well to return to the Broken Isles and carry on the battle against those who stand against you.
After this quest
Taken from the storyline's own step order.
- Black Rook Hold: Greater Power
The raw power of the runestones will allow Hymdall to temporarily open a tear into demonic worlds, but it's not enough. The Legion hides its presence in far away worlds with dark magic. Bring a greater runestone so that Hymdall can hone in on our enemies across the cosmos.
