This tent/bonfire is missing if you're Alliance and haven't completed the quest The Battle for Undercity.
He meant if you have started the quest chanin but have not finished it the tent is not there. I have not confirmed, but I know the undercity tent is not there and since both Zones are phased in around the capital cities it is likely he is stating the truth. The zones are phased if you are in the middle of that quest chain.
