If you are at Landon and he has a dialogue, but no quest offered, try going to Dalaran and see if Khadgar is at Krasus landing trying to fly you down to Azsuna. After I flew on the gryphon down to Azsuna and handed that quest in to Khadgar, the ! popped up on the map at Landon and I was able to start this.

In Legion remix to start Stormheim Campaign, speak to [npc=114946] next to Dalaran Airport, he will give you quest A Call to Action. After you complete the quest, it unlocks Oden and the world quest. Now move back to your class halls and go to the table map and choose Stromheim, it will give you this quest Stormheim
Note: if you don't see Stromheim in the map, that means u didn't complete the first quest you chose before. If it was Azuna you see Kahdgrar in Dalaran airport, just finish the first quest, and go back to your class hall and pick Stromheim
