Keep getting the "target tapped" message. Went and did other WQs in the meantime, came back; same issue. Reloaded; same issue. Several others asking if anybody could mine it, so it wasn't just me. Never did resolve it.

Had the same problem, joined a group to go on another shard and the quest worked just fine.
