The video definitely makes it easier. You need to go to the Everywhen Inn, 52.59, 81.54. Go inside - Bob's at the right, at the bar.
Picked up from Siaszerathel (The Timewalkers) in The Bronze Enclave - Valdrakken. Told me to go find Bartender Bob in Eon's Fringe. Quest is actually called Eon's Fringe as I could not find it in the Adventure Book.

Description
Timewalker Tempo and their team finally unfroze Eon's Fringe! Er... mostly. The Timewalkers have things more or less under control but Eon's Fringe has some problems the people of the town wouldn't mind a hand with. Tell Bob I sent ya!
