Both clues are on the path as you head up to the Guard (Azure Guardian): a Scrap of Paper and a Shattered Horn Signet. Make sure you've picked up the clues and talked to the guard before leaving Valdrakken. Then go to /way Thaldraszus 38.1 50.8 Rathane.
Rathane is sitting on a ledge at the very top of the tower there.
For some reason, even though showing complete, the turn in point was not marked on my map. If this happens to you, go back to Valdrakken and turn in the quest to Rathane there. He's next to the original quest giver, [npc=203629].

Description
I don't want to detract from the festivities, but there's someone missing who should be here. This is a time for all dracthyr to come together, but Rathane might not see it that way-- he was Sundered Flame, just like us. And though he left them after what happened at the Aberrus, I fear he's still grappling with the guilt. He seemed rather distressed. Would you go find him? And make sure he's alright, and that he knows he's welcome?
