Haven't seen this quest either and i asked a GM about this and it may be bugged of what i got to an answer.
Once you set one charge just keep moving. By the time it comes off cooldown you'll have moved far enough away from the 1st charge to set another.

Description
I must ask you to do one more thing for me, {name}. The personal effects on this ship cannot be left for others to find. We'll have to destroy it. I cobbled together some Makeshift Dynamite from the scraps you brought me. Place the dynamite anywhere on the ship, but take care not to put them too close together. They might be...uh...a little unwieldy, so you should spread them out in case of premature detonation.
