[npc=54847] offers this quest in Sethekk Halls, Added in 4.3. He appears upon defeating the first boss, [npc=18472].
He shows up in heroic mode also, a very easy quest.
Oddly enough in the quest description his name is spelled Dealer Vijad, when in reality his name is [npc=54847], with two A's instead of one.
