Stormheim, go to Weeping Bluffs. At the crashed airship, face the ship, the waterfall to the left has a cave beneath it. He's in there at 32,55.
this quest must have multiple locations. today i found him IN A CAVE ON THE SHORELINE, at 62.31, 75.05
For those of you wondering why so much emphasis was placed on the fact it was IN A CAVE ON THE SHORELINE is because i spend the better part of an hour looking on the cliffs above.
