Some spawn phase out or just disapear while you harvest.
Zone was overfarmed and there are only about 4 WORKING spawn points of [item=140961], the respawn time of them is 7-8 minutes and they despawn shortly afer someone else picked them up.

Awful quest. More than one herb I've picked up apparently didn't register and isn't showing up in my bags (yes I'm sure they're the quest item not the regular herb). Instant despawn and long respawn times. More than one node is outside the quest zone so despawns as you get close to it. A huge waste of time, don't bother.
I agree with all the above comments. This could be the worst quest in the game!
