if like me you ran all the way round the mountain and realized you couldn't get there then dont, from where the quest giver is, at 33/52 there is a pathway. take the path up to the right where you will find another ship, go on the ship and run to the top of the ship where you will find a cave entrance hidden behind it at 31,57. enter the cave where you will find lighting bolts whirl winds and dragons and lightning static on the ground. Stand in the static and whirlwinds to charge the capacitor, also killing dragins will help drop lightening to charge it up to

I'm getting quasi one-shot by lightning puddles at level 15 :/
Run up the mountain starting at 33.1, 51.8. Find the ramp that leads up the broken airship at 31.7, 54.7. Cave entrance is at 31.4, 57.2 (Stormscale Cavern). To charge up:
The mobs used to charge up are the storm drakes and whelps.
If you are on quest Pins and Needles, releasing 7th Legion Dragoons from the electric patches also charge up (about 1% each release.)
Running into the electric patches on the ground that stun you and deal a little damage also charge up (this seems to be the fastest way, about 4 % each patch).

Description
<Overspark's tiny hands move like lightning, affixing coils and tubes to the device before cramming it into a parachute pack.> Put this on. Just up the hill you'll find the front half of the Skyfire - and the big nest of storm drakes it crashed into! We can use the energy from those drakes to charge the transponder. You'll have to incite them, of course, but the device should draw most of the power. The probability of you being electrocuted is well within acceptable parameters!
