i wasn't lucky enough to get any from open water fishing (tried 10 times, later i caught some in the open water too) and then i saw a school of aileron seamoth's at iskaara that i could cast 5 times in. probably faster to just find some schools nearby
I fished up mine from the Auction House. 100% drop rate.
