If you don't see the quest, make sure you're Shadowlands Fishing skill is high enough. I didn't have the world quest, but someone else did, so I sat in in the quest area and fished for a bit and as soon as I hit 25 skill, the world quest popped up for me.
Managed to get it working above the waterfalls at 55.00 - 55.55.
Might work under it too but didnt get any.
chance is around 30% but i have only 90 fishing so it might matter,might not.
