Several quests that require bag items to be activated/combined for completion are currently bugged on release if you have any "Artisan's Supply" quests in your quest log. If you are stuck on the last step and cannot activate the Bottled Essence to complete this one, abandoning any Supply quests will fix it.

The same issue/fix applies to Black Dragonflight key combining world quest and a few side quests that require bag items.

Description

You have earned your chance at furthering yourself in unlocking the secrets of the Forge. Add the Bottled Essence to the Engine of Innovation and see what occurs.
