TheWoWDBHot to get Emerald Dream Campaign?
As I couldn't find useful info on this, I will post it myself.
After being stuck for weeks, I finally got it once I completed the Zaralek Cavern storyline (Embers of Neltharion).
So yes — you DO need to complete the Dragonflight campaign up through Embers of Neltharion in order for Shandris to be available.
Good news:
If you have already completed this story on another character, or boosted a character, you can skip the first chapter of Embers of Neltharion by talking to Kalendormu, and you may then be able to pick up Future Aspects from Ebyssian in Zaralek Caverns, complete only that zone, and—if you’re lucky—unlock Tracking Down Incarnates which sends you to Shandris Feathermoon and accept Fire Season without compelting the full four-zone Dragonflight campaign.I recommend installing the BTWQuests addon along with the Dragonflight extension.
It helps a lot to track campaign progress and see exactly which quests or chapters you’re missing.

Embers of Neltharion Campaign.After I finalize the end of Embers of Neltharion, Nozodormu will start giving Campaign quests.
First was a shortcut scene; the next quest was "Dawn of the Infinite."Once I accepted "Dawn of the Infinite," it automatically gave me the quest "Tracking Down Incarnates," and Shandris was at the bottom of the stairs.

What to do
Description
No doubt you have seen the destruction that Fyrakk continues to leave in his wake. While others fight him directly, my troops and I have been serving as the eyes and ears of the green dragonflight. Although Fyrakk's actions may seem erratic, there are trends to his strategies. We learned that he is to have a secret meeting with Vyranoth soon in Lunedane. This is a deviation from his recent tactics, and we need to know why. Given the danger, we would value your aid. Meet me in Lunedane.
