This quest is given by Kalecgos at 55,54 Zaralek Cavern. Kalecgos will appear when you are progressing in the first two chapters of the Embers of Neltharion quest chain.
It would appear that, logically, Fyrakk Assaults require both Chapter 3 completed AND for Season 2 of Dragonflight to have started. Wish the frontpage had said something about this...

Description
Champion, Fyrakk and his Primalist allies have struck a dark bargain with the djaradin. We have received word that their forces are assaulting the Dragon Isles in search of resources for some nefarious project. Please, champion, find one of these Suffusion Camps and assist any of our allies you can find there.
