This quest opened up after completing the second sub-section of Dread Haste Makes Waste "The Might of the Klaxxi" which includes the quests in the Lake of Stars area.

True - however, also note that this breadcrumb diercting you to Soggy's Gamble isn't strictly necessary to start quests there - I noticed that I could have picked up the "Mazu's Breath" quest from Deck Boss Arie right after I had completed the Living Amber/Amber is Life and Extending Our Coverage quests (and before doing any of the quests to free Korven or feed his annoying bug-dog.)
