Just had this daily and it is a nightmare.
A few tips/tricks:
50%+ of the cages are bugged. If you see a sparkling bug in a cage ignore it. Those ones are bugged and they will never give you a quest objective.
Doors will spawn on the empty cages. These are what you need to click to get credit for the quest. They have a 6 minute respawn timer each.
I recommend getting a group together (the credit is shared) and camp a few of the empty cages until the doors spawn.

This quest is completed by opening the cages that contain kuchong hatchlings. Only cages with hatchlings count, and the bug that plagued the quest at the beginning of the expansion has been fixed.
The problem was because of druids in flight form.
When a druid in flight form opens a door, the hatchling doesn't escape. The door's respawn appears to be tied to the hatchling leaving the cage rather than the door being opened, so it doesn't respawn until the game resets the hatchling. If a druid opens the door while in flight form BUT the druid is on the ground, the quest goes as intended. The problem is that this is what druids do all the time on quests like this, so the problem will only get worse with time.Update: Blizzard repaired the quest in early October. The daily now only counts those cages that contain a baby, and the baby is freed properly regardless of who opens the cage or how. Opening an empty cage no longer rewards progress toward finishing the quest.
The respawn rate is really low, and sometimes the hatchlings don't always fly out of the cages when opened so there isn't a good way to know which cages are usable short of hovering over each of them. I'm sure it'll get patched, but this daily is pretty terrible if the area is busy.

Description
The Shek'zeer manipulators are corralling young kunchong into that clutch and exposing them to raw fear energies, twisting them and accelerating their growth. Disgusting! I will not allow it! Break open the cages and set those hatchlings free.
