TheWoWDBI had this drop from a Cosmic Lay Seeker during a Zul'Aman Void Assault. You need to go to Voidstorm first and speak to the Ethereal Techomancer and then the Shadowguard Turncloak. You can find these two standing side by side in the Howling Ridge at co-ords 53.90, 70.07.
Then you need to go to Silvermoon and "speak to a Lightforged Draenei" who turns out to be Baraat the Longshot and you can find him standing with a little group of Draenei on the Silvermoon Docks at coords 54.08, 28.15 before finally turning the quest in to Archmage Y'mera standing next to him.

As of 12.0.7 they appear to not be located in Shadow Ridge anymore and have been relocated to Naigtal(i assume they appear in Val as well). They don't offer any interaction as far as this quest goes, but I will update if more information comes in.
Edit: It appears they have been hotfixed as of 18 June. They are in their original location in The Howling Ridge and are interactable again for the purpose of this quest. Baraat Longshot and Archmage Y'Mera are working as well, so this quest is able to completed now.

Amidst the thin energy wires and familiar metalwork seen in K'areshi technology, you spot gleaming yellow crystals fitted into a golden frame. Small runic letters on the metal are inscribed under it. Perhaps one of the ethereals in the Howling Ridge in the Voidstorm could help identify this.>
