Strangely, unlike most other flight points which appear at intervals of 5's, this one pops up for you at level 54.
As of Patch 8.1 you can complete two of three breadcrumb quests which lead you to Blasted Lands.
You have to keep the order to be able to do both of them.
1. Hero's Call: Blasted Lands! (this quest can be found on every Hero's Call Board) OR Blasted Lands: The Other Side of the World (both have same reward, mutually exclusive, but both are marked as completed if one of them is completed)

Description
By order of his royal highness, King Anduin Wrynn, all able-bodied citizens of the Alliance are to report to Quartermaster Lungertz at Nethergarde Keep. Nethergarde's garrison urgently needs your help to stem the Horde advance into the Blasted Lands! Travel south from the Swamp of Sorrows and follow the road east to reach Nethergarde Keep. For the glory and honor of the Alliance!
