For those that were wandering around aimlessly (like I was), this little runt is indeed in Dalaran, in the sewer, just to the right of the stairs leading up to the Violet Citadel. Entrance is at 36.01, 45.14. As soon as you go down the ramp, you'll see the question mark over his head on the right across the sewer water. Bridge across is just a few feet forward. Kind of looks like the rogue's home down there.

I submitted 2 screen shots, one standing in front of the door and the other of the map view. (According to the rules I couldn't circle the place to be standing so just look for the character arrow). Have fun!

The goblins of K3 have built a city in Storm Peaks and have sent their ambassador to recruit adventurers. Speak with Rin and see what the people of K3 need. They would make valuable allies in our fight against the Lich King. Glory to the Alliance!
