TheWoWDBAs of Patch 7.3.5 you can complete two breadcrumb quests which lead you to Wetlands.
You have to keep the order to be able to do both of them.
1. Hero's Call: Wetlands! (this quest can be found on every Hero's Call Board)
2. Checking on the Boys (you don't have to complete any further quests in order to accept this quest)

In any case, it's better to take the one in Loch Modan, as it gives more XP and Rep!

By order of his royal highness, King Anduin Wrynn, all able-bodied citizens of the Alliance are to report to Mountaineer Rharen at Dun Algaz. In the wake of the cataclysm's destruction, Wetlands has become overrun with wild beasts, orcish raiders, and savage gnolls! To reach the Wetlands, you must travel north from Loch Modan through the dwarven hold of Dun Algaz. For the glory and honor of the Alliance!
