You have to use the Hex Totem on friendly Zanchuli Anchorites, Pa'kura Priests or Raptari Druids around the area. Depending on which Loa you have picked while questing you will not be able to hex one of the type of mobs (Priests or Druids). You also cannot use the totem while in combat.

I was initially unable to complete this world quest. None of the NPCs that you need to hex were showing up for me. I figured out that I had to complete a quest that I was on: The Ancient One.
After completing that quest and returning to the World Quest area, the NPCs were there.
Easy mode for this quest:
Pick your target, hex them, mount up while they're running around as a frog/dino and that way if they come back with aggro you can simply fly up into the air until they de-target you. If they turn aggressive they will sometimes despawn, however, if not always. If they come back friendly you can re-land, re-hex, and repeat. Never have to fight for this quest, although I'm positive the priest I kept hexing 12x was probably not my biggest fan by the end XD
